If ranching was meant to be in the seashore there would be no need to change the legislation to say so...but it does not say so, despite the number of lies you hear from the ranchers and their politicians.  And thus we have decades of ranchers squatting on expired leases while they spend time and money on lobbyists and politicians to change legislation.  These are not "small, struggling, family farms"...these are wealthy, cut-throat, greedy business people who don't want to lose a deal that is too good to be true.

What part of that sounds like the intention was to guarantee the seashore would always be subjected to the damaging practices of ranching?

The intentions of the seashore expressed above are the exact opposite of the existence of ranching in the seashore
"without impairment of its natural values, in a manner which provides for such recreational, educational, historic preservation, interpretation, and scientific research opportunities as are consistent with, based upon, and supportive of the maximum protection, restoration, and preservation of the natural environment within the area."

Phyllis Faber, a founding member of the ranching group "RAG" unwittingly said it all when she confessed in an interview that, and I quote,  "We just want to change the founding legislation of the [Point Reyes National Seashore] so that ranchers are guaranteed they'll always be able to farm out there,"

If ranching was meant to be in the seashore there would be no need to change the legislation to say so...but it does not say so, despite the number of lies you hear from the ranchers and their politicians.  And thus we have decades of ranchers squatting on land their leases have expired on while they spend time and money on lobbyists and politicians to change legislation.

Although Roosevelt was a land raper and wildlife killer himself...perhaps he recognized his own flaws when he pioneered the national park system.  Teddy had the luxury of living in a time when vast amounts of wilderness and animals still existed.  Perhaps his generation could be more eligible for forgiveness when surrounded by the appearance that we could never subdue the earth.  Today, we know otherwise.  And despite this horrific reality there are those who still pursue destruction of what little we have left.  They are called ranchers and they must go the way of the dodo lest they cause us all to.
The ranchers at Point Reyes are big flag-wavers so I guess there are two types of patriots - the Teddy Roosevelt kind and those who represent the exact opposite of what president Roosevelt warned of - those who will rape this country at any cost for their greed.
