Turns out the park service conducted a survey of what the public wanted for the seashore. Even after surveying residents of agricultural communities, the results were staggeringly against the ranchers and overwhelmingly in favor of increasing wildlife habitat.

As usual, the park service proved it didn't care what the public wanted for public land, this time by ignoring the results of it's own responsive management survey. The park service is in undeniable control of the special interests of ranchers.
